16: Chapter 16 Taking Control of Personnel

The Mayor was the first to stand up. He picked up his notebook and thermos and walked out quickly.

Secretary Man Chaojian was inside talking to Minister Hui Fang of the Propaganda Department. When Minister Hui Fang saw him enter, she greeted him with a smile and drifted away.
Indeed, she was small and thin, appearing light as a feather—a completely different style from the full and charming Minister Meng Zhaodi.
After he sat down, Secretary Man Chaojian lit a cigarette. He was in a good mood and said with a smile, "Today's discussion on the new plan was all thanks to you, Comrade Huaijing. Your speech was clearly several levels above the others, and the effect was quite good."
Zhang Huaijing looked at him with a hint of suspicion: "Secretary, only four people supported the new plan today."
