The lowest tier of Zaun not only faced a severely polluted living environment but also engaged mostly in the most dangerous work; many people might not see a ray of sunlight all year long.

The area controlled by Vander was the middle and upper tiers of Zaun.

These represented the lifelines of Zaun's economy and power, respectively.
