41: Chapter 41 Terra finally replied; the Imperial generals read it three times before they dared to believe it.
The Astropath of the Wrath of the Emperor received Terra's reply at dawn, Metallis time.
It was not a conventional encrypted psychic pulse—standard communication between the Ultima Segmentum and Terra required seventeen relay stations, each of which would leave a signal trail that could be intercepted by The Swarm's quantum links. This reply used the Inquisition's highest-level "Eye of the Emperor" protocol, received directly by the Astropath via soul-binding, bypassing all relays and leaving no traceable external signals. The cost was the Astropath's nostrils bleeding and hands trembling after the reception, requiring two medics to hold him upright.
Marcus Aurelian's fingers were steady as he unfurled the encrypted scroll. His right arm was still in a sling, the fractured bone aching in the cold dawn of Metallis, but his movements in opening the letter were slower than any Inquisition dispatch he had ever handled. He first looked at the sender—Inquisition Central, the High Inquisitor Council of the Ordo Malleus, followed by twelve signature seals. Then he read the first line of the body, standing at the briefing room door, and read the entire letter three times from beginning to end.
"Read it," Bern said.
Marcus handed the scroll to the Tech-Priest, his voice raspy: "Imperial High Command has issued a final ruling on the strategic classification of the Tyranid Swarm Intelligence. The verdict—Threat Level: 'Terra Grade'. The formal definition of this level is 'a direct and imminent threat to the survival of the Imperium, requiring the mobilization of all available military, diplomatic, and relic-grade resources for containment'. In the Imperial archives, Warmaster Abaddon's Black Crusade fleets and the Tyranid Hive Fleet Leviathan are both listed at this level."
He paused for a few seconds before continuing.
"Regarding the standoff between your forces and the Tyranid Swarm Intelligence in the orbit of Metallis, High Command rules as follows: maintain the standoff, but do not initiate an attack. The Tyranid Swarm Intelligence has demonstrated several capabilities never before observed by the Imperium in any xenos race—autonomous tactical learning, cross-species diplomatic alliances, understanding and exploitation of the Imperial legal framework, and direct penetration of Imperial communication links. Based on this, High Command deems the risk of a premature full-scale offensive at this stage to be beyond acceptable limits."
"They still want to evaluate," Sebastian's voice came from the corner of the briefing room, his power armor's pauldrons leaning against the bulkhead, arms crossed. "We've already lost a sector and three Forge Worlds, a Titan Legion was crippled in a duel with a single bug, the blackstone amplifier was captured intact by The Swarm, and the Overmind declared in front of an entire expeditionary fleet that the next target is Griffin IV—and Terra's response is 'maintain standoff, do not attack'?"
"Let him finish," Ortron said.
Marcus turned to the second page of the scroll and continued. His voice clearly faltered for a beat as he reached the first sentence.
"To execute strategic containment during the standoff and prepare for subsequent counterattacks, High Command authorizes the formation of the 'Swarm War Council', independent of the existing sector command structure. This council will have full authority over military, diplomatic, and intelligence operations regarding the Tyranid Swarm Intelligence, and its decisions are not bound by the Sector Governor, naval officers, or local Mechanicus Archmagi. The first Chairman of the War Council—Inquisitor Marcus Aurelian."
No one spoke in the briefing room. Bern's psychic eyes flickered several times. Sebastian took off his helmet, rested it on his knees, and looked down at his Power Sword. Ortron slowly stood up straight. Captain Oldenburg's lips moved silently.
Marcus looked down at the scroll and continued reading.
"The standing members of the Swarm War Council are as follows: Grey Knights Justicar Byrne, Ultramarines 7th Expeditionary Fleet Commander Captain Ortron, Ultramarines 2nd Company Captain Sebastian, and Imperial Navy Third Assault Fleet Commander Acting Captain Oldenburg. Furthermore, the War Council is authorized to draw any forces from the Ultramarines, Grey Knights, Imperial Navy, and Adeptus Mechanicus without requiring approval from their original Chapters or dioceses."
"They've placed me in an organization that reports directly to Terra," Bern said slowly. "In other words, our first autonomous decision is no longer filing a report to the Inquisition to wait for approval—we can move troops. We have actual authority."
"Continue," Marcus's voice was hoarse but steady. "To support the formation of the Swarm War Council, Terra authorizes the initiation of the 'Blackstone Defense Line' project. This plan requires the holding and reconstruction of the eastern defense lines of the Ultima Segmentum outside the Metallis system. The War Council may exercise supreme priority requisition rights over all resources required for rebuilding the defense line—including Orbital Defense Platforms, surface garrisons, fleet reinforcements, and relic-grade weapons. Simultaneously, restore and reinforce the remaining Forge Worlds and hub systems in the Ultima Segmentum still under Imperial control; requisitions are not restricted by original sector administrative boundaries."
Ortron's tone wasn't loud, but every word carried weight in the briefing room air: "In addition to the fleet directly assigned to your new council, the Imperial Navy will subsequently deploy at least three full expeditionary fleets for long-term stationing in the direction of the Ultima Segmentum. The Ultramarines Chapter is in the process of approving an internal meeting to prepare for the mobilization of at least two Great Companies—one of which has been confirmed for Gene-seed stock priority—to enter the Ultima Segmentum on standby in coordination with Deathwatch requisition protocols. All forces will operate under the unified command of the War Council."
Marcus turned to the last page of the scroll. The handwriting changed—it was no longer the standard print of Inquisition Central, but a line of hand-written, heavily-inked high gothic:
"We received the full recording of The Swarm Overmind hijacking your flagship's main screen. It asked 'What is the Empire?'. We do not intend to answer it with words. — Terra"
He gently laid the scroll down and looked around at everyone in the briefing room. Bern's silver-rimmed eyes, Sebastian's tightened grip on his sword hilt, Ortron's furrowed brow, and Captain Oldenburg's straight-backed posture. Then he spoke, his voice low but clear:
"Every Forge World in the Ultima Segmentum that hasn't fallen yet is to enter a state of emergency combat readiness. Existing Adeptus Mechanicus stocks of Blackstone Relics must be inventoried and centrally protected. The Third Assault Fleet is to complete wartime organization within seventy-two hours, with all vessels redistributing ammunition and Void Shield energy quotas according to maximum alert standards. Oldenburg, you are responsible for deploying the first batch of 'Blackstone Defense Line' Orbital Defense Platforms along Griffin IV and the main shipping lanes of the eastern Ultima Segmentum—The Swarm said its next target is Griffin IV, so we will block its path first."
Oldenburg stood at attention and acknowledged, then turned and left the briefing room. Marcus tucked the scroll into his robe, his right hand twitching under the sling. He didn't look at the viewport, but the corner of his cybernetic eye caught the purple speck of light outside—the dark purple silhouette of the leviathan mothership still hung in low orbit over Metallis, motionless. They were never in a hurry to attack. They just waited for you to play your cards, and then they crushed them.
