69: Chapter 69 Marcus stood in the Eternal Palace of Terra for six hours

The return voyage of the shuttle from the Ultima Segmentum was compressed to the limit. Marcus Aurelian sat in the briefing room of the Wrath of the Emperor, still wearing the formal Inquisition dress he had just worn back from the Imperial Palace on Terra, the gilded aquila on his collar glowing faintly at the edge of the Psionic Void Network's cold green projection. He cracked the joint of his right shoulder with his left hand, having just removed the immobilization strap, and said to the holographic projections of Bern, Sebastian, and Oldenburg: "I stood through an entire hearing on Terra. The Adeptus Arbites envoy read forty-seven charges from beginning to end. When he reached the last one, the High Provost of the Council of High Lords' Chancellery took off his glasses, rubbed the bridge of his nose, and asked me—'What are the conditions for us to join the Coalition?'"

Bern rested the Holy Hammer across his knees, the Psychic Talisman glowing steadily with silver light at his fingertips. He remained silent for a moment before speaking: "So they weren't putting you on trial; they were settling accounts. They've seen the battle reports of the Tyranid main fleet being pushed back and Tzeentch's error-correction codes being devoured; the conclusion is that the Coalition can win. Now they want in, but they don't want to pay the entry fee." Sebastian flipped his helmet over and rested it on the conference table. "Conditions? Where were they when the Ultramarines' Seventh Company was bleeding in the tombs? When we were hacking away at the Brood Queen in the Forge Temple, Terra didn't even return a single encrypted astropathic message."

The Brood Queen's quantum-state translator lit up on the main screen. Cold green text spread line by line—"The Overmind says the conditions for humanity to join the Coalition are clearly stated in the appendices of the void covenant. The terms filed by Nephilak include: recognizing the Blackstone Defense Line and the Psionic Void Network as joint assets of the Coalition; promising not to use them for any hostile actions against The Swarm; deploying permanent liaison officers to the Coalition Joint Command; and opening the Imperial Astropath communication protocols to interface with the quantum-state arrays of the Void Throat. Additional new clause: The Empire must use the formal title 'Coalition' in all public statements." Marcus looked up after reading the new clause word for word. "It's not asking us for land or reparations; it wants us to publicly acknowledge the existence of the Coalition. This means Terra must write the word 'Coalition' in black and white on the Council of High Lords' bulletins, listed alongside the Zerg Swarm and the Solemmnace Dynasty in the signature block of the same document. This is exactly what the Council of High Lords has been avoiding."

Oldenburg sent a note from the Griffin IV command center, a thin layer of cold laughter suppressed in his tone: "There is no provision in the imperial codex that allows for the use of the word 'Coalition' to refer to xenos. The Adeptus Arbites were just flipping through the Black Codex, presumably checking which article dictates the header format for signing documents with The Swarm." The Brood Queen's translator added a ruthless follow-up: "The Overmind says that the Old Ones' evaluation window for the Void Throat will expire after the next round of the campaign. If Terra cannot sign 'Coalition' on the document before then, the next phase of the Psionic Void Network upgrade will only cover The Swarm and Necron sectors."

Marcus stood up, leaning on the edge of the holographic projection to issue assignments. He had Oldenburg send a formal note to Terra as the permanent Joint Commander of the War Council, attached with the Overmind's list of conditions and the Council of High Lords' own inquiry records. Bern's Grey Knight squad was assigned to the Terra Liaison Group, responsible for providing holy oversight during the psychic protocol interface with the Adeptus Astra Telepathica, ensuring Tzeentch could not penetrate the docking process. Sebastian and the Brood Queen led a joint combat detachment on standby in low orbit over Metallis, ready to move as soon as the next campaign window opened without waiting for additional permits. Finally, he paused and turned to the Brood Queen's translator, saying that when he spoke the word 'Coalition' at the Council of High Lords, the Adeptus Arbites envoy's transcript paused for several full seconds, because since the founding of Terra, no Inquisitor had ever dared to place xenos and humans in the same military committee within the Imperial Palace. He added—now they know.

The Overmind's reply came back that evening, the tone calm and precise, but every word was like driving the last rivet into the Blackstone Defense Line: "Whether the Council of High Lords signs 'Coalition' or 'Xenos Alliance' on the memorandum makes no difference to The Swarm—the Coalition exists not because of a piece of paper, but because of our shared Blackstone Defense Line, the living psionic network, and the evaluation window of the Void Throat. But humanity needs this title. You need the word 'Coalition' to legally convince yourselves that you are not forced to stand side-by-side with xenos, but chose to do so. The Swarm allows humanity to reverse the logic. Additional reminder—the next campaign window for the Void Throat will open ahead of schedule. Coordinates unknown, but the activation terms of the Old Ones' evaluation protocol are clear: 'Any collective holding the Sealing Keys must intervene actively when the threat scale reaches segmentum-level or above.' The Tyranid remnants qualify as segmentum-level, and Tzeentch is gathering more Chaos Hulk Fleets; the enemy situation will soon be in place." The Brood Queen's translator lit up one last time before closing. She said that when it came to the vote for Coalition eligibility, her vote was in favor—not because humanity needed the Coalition, but because Marcus didn't open fire on her during the negotiations at the Forge Temple. This sentence did not need translation; she wrote it directly in the translator's cache, leaving it as the Coalition's first informal memorandum.
