347: Reporting to the Criminal Investigation Bureau for the 347th Time

June 23, 2015, Monday.

Early in the morning, Qin Chuan dressed neatly in black casual pants and a white short-sleeved shirt, looking very spirited and handsome. Because he was going to report for duty at the Criminal Investigation Bureau today, the appointment and transfer orders had already been issued. Qin Chuan would serve as a member of the Party Group of the Criminal Investigation Bureau and Deputy Secretary of the Party Committee.

Zhu Qingxi helped Qin Chuan tidy his clothes and hair once more with tenderness. "Husband, I wish you great success in your new position."

Qin Chuan hugged Zhu Qingxi's soft, slender waist and kissed her on the lips. "Thank you, wife."

"Mm." Zhu Qingxi responded, then asked, "Husband, has my figure fully recovered? Does it look like I've ever given birth?"

"No, you can't tell at all. Your figure has recovered very well."

"Really? Don't just say that to make me happy."

"It's true. I'm the one with the most authority to say whether you've recovered or not."

The two chatted happily, then had breakfast together. Qin Chuan even held the two little treasures for a while before leaving for the Criminal Investigation Bureau to report for duty.

First, he had to go to the Ministry of Public Security. Elder Qin had specifically instructed him to report to Minister Xu Haodong first.

Minister Xu Haodong was the head of the Ministry of Public Security and a former subordinate of Elder Qin.

Elder Qin had students and former subordinates all over the world; this was no boast. No wonder he could be the stabilizer within the system!

The moment he walked into the Ministry of Public Security and saw the solemn national emblem on the gate, a sense of respect welled up in Qin Chuan's heart. He also thought to himself that in his new position, he must achieve outstanding results, even though he was only a Deputy Secretary and did not need to charge to the front line of criminal investigation.

First, go to Minister Xu Haodong.

The Minister's office was easy to find. It was a large office suite with a small office outside for the secretary to work in, and the large office inside was the real Minister's office.

The door to the small office outside was open. Inside was a man in police uniform wearing the rank of First-Class Police Superintendent, who looked to be in his thirties.

"Comrade, are you looking for Minister Xu Haodong?"

Qin Chuan knew this must be Minister Xu Haodong's secretary and replied, "Yes, my name is Qin Chuan. I am looking for Minister Xu Haodong. Could you please announce me?"

There was no scene of looking down on people; the person was quite enthusiastic and agreed immediately. "You came at a really good time. You're lucky. Minister Xu Haodong happens to be in his office. If you had come half an hour later, he would have gone to a meeting."

"Really? Then I am indeed quite lucky," Qin Chuan said with a smile.

The man went to announce him, and then a dignified man in his fifties or sixties, wearing a white shirt and the rank of Commissioner General of Police, took the initiative to open the door and walk out.

"Xiao Chuan, Elder Qin has already spoken to me. Come in and sit for a while, Uncle Xu is here."

The secretary was stunned.

What was going on!

He knew his leader; he was usually full of dignity and had never been as full of smiles as he was now. What kind of background did this Qin Chuan have?

Qin Chuan was also slightly taken aback when he saw Minister Xu Haodong for the first time. He did not expect the other party to be so enthusiastic and of such a high level, yet still personally open the door and come out.

"Uncle Xu, sorry to bother you."

"What are you saying? If you have time in the future, come visit Uncle Xu. No need to announce, just push the door and come in."

Minister Xu Haodong was truly very enthusiastic, without any airs, completely different from his usual dignified and awe-inspiring appearance.

He asked warmly about his well-being, said many caring words, and also gave him some encouragement, saying he should let go and do his job in the new environment without any pressure.

After chatting for a while, he specifically called the Director of the Personnel Department over and instructed him to personally take Qin Chuan to take up his post.

With the Minister's instructions, the Personnel Director dared not be the slightest bit negligent. Even though he was a department-level official, half a level higher than Qin Chuan, he acted exceptionally polite. When going to report to the Criminal Investigation Bureau, he even probed around to find out about the relationship between Qin Chuan and Minister Xu Haodong.

Although Qin Chuan was only thirty, he was not a novice in the system. He knew clearly what could be said and what could not. He did not reveal anything about his relationship with Minister Xu Haodong, which gave the Personnel Director a sense of mystery and made him even more polite to Qin Chuan.

With the Personnel Director personally sending Qin Chuan to report, the whole process went very smoothly, and the Criminal Investigation Bureau also attached great importance to it.

Director Qi Xiong, Party Committee Secretary Zhu Laifa, Deputy Secretary Ma Jianghe, and other bureau leaders welcomed him warmly, and a cadre meeting was held, which all bureau-level officials who were at home attended.

After the cadre meeting, Director Qi Xiong specifically convened a meeting of bureau leaders to introduce the team members one by one and welcome Qin Chuan to work at the Criminal Investigation Bureau.

A welcome banquet was held at noon.

Qin Chuan also had an impression of everyone and remembered the names of the bureau's leaders.

There were more than a dozen leaders in the bureau. There were originally two Deputy Secretaries, plus Qin Chuan made three. There were also several Deputy Directors, as well as the Discipline Inspection Team Leader, Director Assistant, etc.

When work started in the afternoon, Qin Chuan sat in his large office.

The entire office had been cleaned thoroughly, spotless, and the floor was so shiny that one could see their reflection. The computer and office desk and chairs were clearly newly replaced. It seemed the Criminal Investigation Bureau had long been prepared to welcome his arrival.

After looking around the large office carefully, he sat down on the wide and comfortable office chair with great satisfaction and picked up the documents and materials on the desk to read.

About twenty or thirty minutes later, there was a knock on the door.

The person who pushed the door and came in was actually Director Qi Xiong, wearing the rank of First-Class Police Superintendent. The police superintendent rank badge consists of a silver olive branch and three silver four-pointed star flowers. He was wearing a white shirt, had a square face, and was in his early fifties.

The Director of the Criminal Investigation Bureau was a department-level position. If it were concurrently held by a Vice Minister, it would be a Vice Minister, wearing the rank of Deputy Commissioner General of Police. Director Qi Xiong had not yet been promoted to Vice Minister, so he wore the rank of First-Class Police Superintendent.

Qin Chuan was a little surprised; he did not expect Director Qi Xiong to come over in person.

"Director Qi, it should be me going to your place to report on work. I'm so embarrassed that you came over yourself."

Director Qi Xiong waved his hand and said with a smile, "Reporting work to me? That's nonsense. You just arrived at the bureau; what work is there to report?"

Why did he come over in person?

Because the Personnel Director was an old friend of his and had revealed to him that Qin Chuan's background was likely not simple. Therefore, Director Qi Xiong came over to sit for a while, with the purpose of building a good relationship with each other.

Since he was the head of the bureau and had come in person, Qin Chuan also lowered his posture, appearing humble, and the two chatted very congenially.

Although this was only their second meeting, as they chatted, there was a feeling like they were old friends of many years. They chatted for a full twenty or thirty minutes before Director Qi Xiong got up and left.

Since the other party was enthusiastic and did not put on the airs of a Director, Qin Chuan was also very polite, personally sending him to the office door. The two shook hands before he watched him leave.

He just didn't expect that only a few minutes after sitting down, there was another knock on the door outside the office. This time, the person who pushed the door and came in was Party Committee Secretary Zhu Laifa.
