39: Chapter 39 is utterly lawless.

This morning, as soon as work started, Qin Chuan convened a meeting regarding the construction of the Dahe Township Central School.

A professional design team had already been contacted; they were from an architectural design and planning institute in the provincial capital, and they were expected to arrive in the afternoon.

As for reception and assistance, Qin Chuan didn't need to worry about it personally; he could just assign it to his subordinates.

By the time the meeting concluded, it was already ten o'clock in the morning.

Sitting in his office after reviewing a few documents, Qin Chuan called and asked, "Director Hu, where is Township Head Liu Qiang? Has he come to work yet?"

He had been required to come to work yesterday afternoon, but there was still no sign of him.

He simply had no regard for labor discipline.

As a Deputy Township Head, if he took the lead in doing this, what would his subordinates think? Would they follow suit and frequently be absent or late?

Director Hu replied, "Secretary, I haven't seen Deputy Township Head Liu yet, and there is no record of him requesting leave."

Qin Chuan said angrily, "This is outrageous. Treat it as absenteeism and post a disciplinary notice!"

He had been absent for half a day yesterday, and today was at least a case of tardiness. Although it would only result in a small fine, it would serve to annoy the guy.

Everyone cares about face; once the disciplinary notice was posted, Township Head Liu Qiang would be quite embarrassed.

Tucking a black briefcase under his arm, he walked toward the Township Government courtyard. From afar, he saw quite a few people gathered around the bulletin board at the main gate.

A small portion were Township Government staff, but the majority were ordinary citizens.

Having been detained for a few days and not coming to work yesterday, he truly didn't know what had happened. Seeing this scene, he walked over out of curiosity.

"Township Head Liu!"

"Township Head Liu, you're here for work."

A few people still greeted Township Head Liu Qiang, but compared to their previous fawning, their expressions carried a hint of mockery.

Inside the bulletin board, a disciplinary notice was posted.

Upon reading the content, Township Head Liu Qiang's expression changed.

"Damn it, does this Qin guy not give me any face at all? Posting such a trivial matter? Where am I supposed to put my face now?"

A young staff member smiled and said, "Deputy Township Head Liu, you've finally come to work. Absent yesterday and late today—you're going to be fined quite a bit."

Township Head Liu Qiang glared fiercely at the young man.

He recognized this person; he had given him a hard time in the past. Who would have known that fortunes change, and the situation had completely reversed.

He prepared to scold him, but laughter erupted all around. It was mockery from the crowd, so Township Head Liu Qiang swallowed his words, lowered his head, and walked quickly into the Township Government courtyard.

Walking all the way to his office, he found the door locked. Only then did he remember that Director Hu Qibin had said he had been moved to a different office.

Upon arriving at the new office, he was so angry he could spit blood.

It was the worst of all the Deputy Township Head offices, and it hadn't even been cleaned.

Instantly, Township Head Liu Qiang's hatred for Qin Chuan grew even stronger.

He returned from the County Commission for Discipline Inspection with a dark expression and headed straight for Qin Chuan's office.

Without a word, he kicked the office door open. With a loud bang, the sound was so thunderous that Qin Chuan, who was reviewing documents, was almost startled.

The kick was powerful. The Dahe Township office building was already old, and the door was over a decade old. It was kicked off its hinges, fell directly to the ground, and the door frame split.

Qin Chuan looked up and, seeing it was Wang Jun, understood everything immediately.

Wang Jun had kicked the door off its hinges, then strode over aggressively, pointing at Qin Chuan and threatening, "You surnamed Qin, you refuse to drink the toast and insist on drinking the forfeit. Do you believe I can kill you in a minute?"

Qin Chuan said calmly, "I really don't believe it. Come on, come on, kill me and let me see."

Wang Jun was used to being arrogant and was confident that he had backing; he truly didn't care about a mere township Party Committee secretary.

Furious, he lost a bit of his rationality and didn't consider the consequences at all.

He actually made a move.

He grabbed a chair from the floor and hurled it forcefully, cursing, "Fine, I'll kill you today!"

The space was small, and the distance was short. If it had been anyone else, they might not have been able to dodge it and would likely have been hit squarely by the chair.

Fortunately, it was Qin Chuan.

His physical fitness had already reached the ceiling of human potential; his strength, agility, and reaction speed were incomparable to ordinary people.

With a dull thud, the chair didn't hit Qin Chuan but instead smashed into the desk, leaving several dents, while the chair itself shattered into pieces.

Qin Chuan was also furious. He didn't dodge again but instead grabbed Wang Jun's wrist. With a slight application of force, the chair leg in his hand fell to the ground.

Wang Jun only felt as if his wrist had been clamped by iron pliers; he felt as if his bones were about to break.

Next, Qin Chuan kicked Wang Jun to the ground and stepped on his head, warning, "Damn you, you actually dare to commit violence in a government office. Who gave you the courage?"

Still not satisfied, he kicked him again.

This kick landed on Wang Jun's face. Although it wasn't very forceful, it almost made Wang Jun pass out; it felt as if his head had been hit by a large truck.

His nasal bone seemed to be broken as well, and blood flowed freely from his nose and mouth as if it were worthless.

"You surnamed Qin, either you kill me, or I will definitely kill you!"

Wang Jun had been around for so many years; when had he ever been stepped on the head by someone else? He was so angry that he shouted and made threats.

Qin Chuan kicked him again, of course, controlling his strength slightly; he only kicked out a few of the other man's teeth. Otherwise, with a little more force, he could have kicked him to death.

Wang Jun's mouth was full of blood. Because his mouth was swollen and he had lost a few teeth, his speech was unclear, and no one knew what he was saying.

The people around were stunned!

Secretary Qin is amazing, so mighty!

Everyone had originally intended to come over to help, but they saw Qin Chuan kick Wang Jun to the ground with one kick and then step on his head.

Qin Chuan shouted, "What are you still standing there for? Come and help, control this guy, and tie him up! Where are the people from the Police Station? When will they be here!"

Only then did everyone react. Director Hu Qibin, Ma Zhengnan, and others found a rope and tied Wang Jun up tightly.

Township Head Liu Qiang had originally been cleaning his dilapidated office, feeling very aggrieved. Hearing the commotion, he dropped his rag and ran over too.
