43: Chapter 43 This plan is perfect
It was called a library, but it was actually just a repurposed, vacant classroom with a few bookshelves and some books placed on them. Given the school's limited conditions, this was all they could manage.
Even so, there were only a few worn-out books, and the shelves were less than half full.
Now, however, it was much better. The number of books on the shelves had nearly doubled, and they were all brand new, covering a wide variety of subjects.
Some junior high students were there reading with great interest, completely absorbed.
Seeing this, Qin Chuan felt deeply moved. In a city junior high school, let alone a library, they would even have a computer lab. Yet here, most students had never even touched a computer.
The road ahead is long and arduous.
...
County Education Bureau.
The head of the finance department delivered a report. It was time to distribute the teacher subsidies for the entire county this month, and it required the signature of the bureau chief, Township Head Chen Qunfeng.
After picking up the report and looking at it, Township Head Chen Qunfeng frowned slightly. "Why is Dahe Township requesting so much money?"
The head of the finance department replied, "Dahe Township is a large township with a large population, and many students and teachers. It has always been this amount; it hasn't changed for several months."
Township Head Chen Qunfeng said with dissatisfaction, "You all cannot just engage in egalitarianism. You cannot just go by headcount. It must be based on performance and results. I see that Dahe Township has quite a few issues, and this month they ranked at the very bottom. Take this report back and redo it."
The department head was puzzled as to why the bureau chief would act like this.
There had never been any issues before, but now he suddenly wanted to categorize things into different levels, and specifically named Dahe Township as being at the very bottom.
After redoing it several times, Township Head Chen Qunfeng finally signed it reluctantly and instructed, "Distribute it according to the amount on this report."
After watching the finance department head leave, Township Head Chen Qunfeng thought to himself, 'Dahe Township, I have a hundred ways to manipulate you. Qin Chuan, just wait for the day you come begging me. Otherwise, things like this will keep happening.'
Dahe Township.
Director Zhou Xiaoyu looked confused. "Old Li, is it really only this little?"
Old Li replied, "It is indeed only this much. Compared to last month, it's not even half. How are we supposed to pay the teachers' salaries this month?"
Director Zhou Xiaoyu realized the situation was serious and immediately reported it to Deputy Township Head Zhang Mengying, who was in charge of education.
After hearing the report, Deputy Township Head Zhang Mengying immediately called the Education Bureau and learned that starting this month, teacher subsidies for every township and sub-district office would no longer be distributed equally or based on headcount. Instead, they would be categorized based on performance. This month, Dahe Township was ranked at the bottom, so that was all the money they got.
Qin Chuan had just returned from the Central School not long ago.
Seeing Deputy Township Head Zhang Mengying knock and enter, he thought she was reporting on some educational matters, but little did he know, that was not the case at all.
The entire township's teacher subsidies for this month were not even half of what they should be!
After hearing the report, Qin Chuan's expression darkened.
Even with his eyes closed, he knew for sure that Township Head Chen Qunfeng was up to something. First, the outstanding teacher application submitted by the Central School was rejected, and now he was pulling more tricks.
This wouldn't do; he had to go see Secretary Cao.
But since it was already past four in the afternoon, he would go tomorrow. He would head to the county early in the morning. Since County Party Secretary Cao Zhengwang had guessed his background, he should be able to stand up for Dahe Township on this matter.
The next day.
Qin Chuan arrived at the county seat early in the morning. After having breakfast there, he reached County Party Secretary Cao Zhengwang's office door around nine in the morning.
County Party Secretary Cao Zhengwang's secretary was there diligently cleaning. Seeing Qin Chuan, he greeted him enthusiastically, "Secretary Qin, are you here to see the boss?"
As a secretary, he had a good eye for people. He knew the weight Qin Chuan held in his boss's heart, so he was enthusiastic and polite. If it were anyone else, the County Party Committee's top secretary would likely have put on airs.
Qin Chuan nodded. "Yes, I have something to discuss with Secretary Cao."
"Secretary Cao hasn't arrived yet; it might be a little while. Why don't you wait in the reception room next door?"
After waiting for about ten or twenty minutes, the secretary came over to inform him, "Qin Chuan, the boss wants to see you."
As soon as he walked into the office, he heard from the secretary that Secretary Qin Chuan had come to see him and was in the lounge next door. County Party Secretary Cao Zhengwang immediately asked the secretary to bring him over.
This was the son of the Provincial Party Secretary. As long as he maintained a good relationship, a further step in his own career was guaranteed. With this in mind, he naturally attached great importance to Qin Chuan.
"Comrade Qin Chuan is here. Please, have a seat. Xiao Liu, go make some tea quickly."
Secretary Xiao Liu brewed the tea and quietly exited, even closing the office door. He knew that the boss likely had important matters to discuss with Qin Chuan.
County Party Secretary Cao Zhengwang appeared very concerned, asking solicitously about Qin Chuan's work and if there were any difficulties, before asking with concern.
"Comrade Qin Chuan, you are currently shouldering the roles of both Party Secretary and Township Head. It's hard work, and this is not a long-term solution. The County Party Committee is already considering selecting a Township Head for Dahe Township."
The position of Township Head is quite important. Generally speaking, leaders of the County Party Committee hope to place their own people in such positions, which often leads to clashes and infighting. But this time, there would be none.
As the County Party Secretary and the top leader, County Party Secretary Cao Zhengwang rarely asked for opinions, but he asked Qin Chuan, "Comrade Qin Chuan, do you have any suggestions for the candidate for Township Head?"
Regarding this point, Qin Chuan had already considered it. When he woke up this morning, the system had updated three pieces of information, one of which was that County Party Secretary Cao Zhengwang would ask him about the candidate for Township Head of Dahe Township. This was an opportunity he couldn't miss.
Qin Chuan said, "Secretary Cao, I think Comrade Township Head Chen Qunfeng from the Education Bureau is quite suitable. It just so happens that the construction of our Dahe Township Central School is about to begin, and with the eleven primary schools across the county, the total planned investment is 100 million yuan, which will be built into a model project for Project Hope."
"Comrade Township Head Chen Qunfeng's professional background is a good fit. I think it would be very appropriate for him to come to Dahe Township as Township Head. I hope the organization will seriously consider my suggestion."
County Party Secretary Cao Zhengwang was stunned for a moment, thinking he had misheard. The County Education Bureau Chief becoming the Township Head of Dahe Township! Such a move was too strange!
Although both were at the section chief level, the Education Bureau Chief position clearly had more weight. If Township Head Chen Qunfeng were transferred there, on the surface it would look like a lateral transfer, but in reality, it was equivalent to a demotion of half a rank.
If anyone else had made such a suggestion, County Party Secretary Cao Zhengwang wouldn't even have to think about it; he would have rejected it outright—'Are you dreaming?' But since it was Qin Chuan who made the suggestion, County Party Secretary Cao Zhengwang pondered it, and after considering it, he actually agreed.
"I think the suggestion Comrade Qin Chuan made is good. The County Party Committee will seriously consider it."
Upon hearing this, Qin Chuan felt relieved. Since the County Party Secretary had said so, there shouldn't be much of a problem. Before long, Township Head Chen Qunfeng would be going to Dahe Township to serve as Township Head.
Regarding the Township Head candidate, Qin Chuan had considered Ma Zhengnan. He was the first person to pledge loyalty to him and had always been loyal and dedicated. It would have been appropriate for him to serve as the Township Head of Dahe Township, but since Township Head Chen Qunfeng kept pulling tricks, Qin Chuan changed his mind.
He would transfer Township Head Chen Qunfeng over and then deal with him properly. While he was in the position of Education Bureau Chief, it was indeed a bit difficult to deal with him.
Once he became the Township Head of Dahe Township, it would be much simpler. Qin Chuan had ten thousand ways to deal with him.
He had already thought it through: Township Head Chen Qunfeng would stay in Dahe Township for at most one or two months, and then he would either be demoted another rank or end up in jail. After he was gone, he would then recommend Ma Zhengnan to serve as Township Head. Yes, such a plan was perfect.
