202: Chapter 202 The Madman Liu Changde (Part 1)
The next day, the motorcade from the Provincial Commission for Discipline Inspection drove into the Changyuan County County Committee Compound exactly at nine in the morning.
Without sirens or police escorts, a row of black sedans drove quietly through the main road of the county town.
At the entrance of the County Committee Compound, Secretary Wei Kuan had already been standing there for nearly half an hour with the members of the four major leadership groups.
To his left was County Mayor Bai Weijun, to his right was the Chairman of the County Committee of the CPPCC, and behind them stood Deputy Secretary Qian Taifeng, Xu Weidong, Discipline Inspection Commission Secretary Zhou Zhenglians, Secretary Liu Qingfeng, the Minister of the Organization Department, the Minister of the Publicity Department, the Minister of the United Front Work Department, and other deputy officials of the four major groups.
They were arranged in two rows, standing respectfully, with no one speaking.
Secretary Wei Kuan wore a dark jacket, his hair was combed meticulously, and his expression was solemn and steady, but his palms were covered in sweat.
Deputy Secretary Qin personally led the team, accompanied by the Secretary and Deputy Secretary of the Municipal Discipline Inspection Commission. He had never seen such a lineup in his life, nor had he ever imagined he would see it on his own turf.
He didn't know who had caused such a huge mess, but he knew that after today, the political landscape of Changyuan County would experience an earthquake.
The cars stopped, and Deputy Secretary Qin stepped out of the vehicle.
He was wearing a dark trench coat, his hair was graying, and his gaze was sharp.
Secretary Wei Kuan hurried forward to greet him, gripping Deputy Secretary Qin's hand with both of his own. His smile maintained the perfect balance of respect and warmth, without being overly sycophantic.
"Secretary Qin, welcome to Changyuan County to guide our work. The comrades are all here; please give us your instructions."
Deputy Secretary Qin nodded, his mouth curling slightly. The smile was very faint; it was impossible to tell if it was just polite or carried some other meaning.
He shook hands with Secretary Wei Kuan, then with County Mayor Bai Weijun, before sweeping his gaze across the crowd. It paused for a moment on Xu Weidong's face, and he nodded slightly.
That nod was very light, so light that only Xu Weidong noticed it.
Then he withdrew his gaze and said to Secretary Wei Kuan, "Comrade Wei Kuan, let's go to the conference room first."
The group walked toward the conference room, with the members of the four major leadership groups of Changyuan County following behind, walking hurriedly, each with their own thoughts.
The staff of the County Party Committee office had made preparations in advance. Nameplates and tea were set out on both sides of the long table in the conference room. In the front row were the leaders from the Provincial Commission for Discipline Inspection and the Municipal Discipline Inspection Commission, and in the back row were the members of the four major leadership groups of Changyuan County.
Deputy Secretary Qin sat in the main seat, the Municipal Discipline Inspection Commission Secretary sat to his right, Secretary Wei Kuan sat to his left, County Mayor Bai Weijun sat right next to Secretary Wei Kuan, and the others took their seats according to their rank.
Deputy Secretary Qin picked up his teacup and took a sip, his gaze sweeping over everyone present.
"Comrades, this visit by the Provincial Commission for Discipline Inspection is in accordance with the unified deployment of the Provincial Party Committee to carry out special supervision and inspections of Lvjiang City and its subordinate counties and districts."
"We held a short meeting in the city yesterday. Today, coming to Changyuan County, it is mainly because there are a few matters that need to be verified."
Deputy Secretary Qin paused, pulled a document from his briefcase, unfolded it, and placed it on the table.
"The comrades in Changyuan County have worked very hard, and the achievements are outstanding. The provincial level fully affirms this."
"However, achievements are achievements, and problems are problems."
"The Provincial Commission for Discipline Inspection has received reports from the public reflecting that individual leading cadres in Changyuan County have serious problems with discipline and law violations."
"After preliminary verification, the reported issues are actionable. Today, we have come here precisely to verify these issues in person."
The air in the conference room suddenly froze.
Deputy Secretary Qin turned his head to look at Secretary Wei Kuan; his voice remained calm, but it held more decisiveness and indisputability.
"Comrade Wei Kuan, please ask Deputy County Magistrate Liu Changde to stay behind; the other comrades can go and attend to their work."
The conference room was quiet for a moment.
Everyone's gaze subconsciously shifted toward Deputy County Magistrate Liu Changde, then quickly retracted.
Secretary Wei Kuan's expression did not change at all. He said, "Meeting adjourned," then stood up and turned to let Deputy Secretary Qin leave first.
The sound of chairs being pulled echoed as people stood up one after another and filed out.
They tried their best not to make any noise while walking, tried not to raise their heads, and tried not to make eye contact with anyone.
Deputy County Magistrate Liu Changde sat in his seat, not moving.
His complexion turned from ruddy to pale, as if all the blood had been drained from him.
He watched those who were walking out, watching them pass by him one by one, all with their heads lowered.
No one looked at him, no one spoke to him, and no one even dared to let their gaze linger on him for even a second, as if he had been infected with some kind of contagious plague.
In less than a minute, only Deputy Secretary Qin, the Municipal Discipline Inspection Commission Secretary, several staff members from the Provincial Commission for Discipline Inspection, and Deputy County Magistrate Liu Changde were left in the conference room.
Secretary Wei Kuan stood at the doorway without coming in. Deputy Secretary Qin nodded at him, he turned and walked out, and the door closed.
Deputy County Magistrate Liu Changde had entered countless conference rooms in his life, but he had never felt that a conference room was as large as an empty gymnasium as he did today, nor had he ever felt that a room could be as cold as an ice cellar as he did today.
A staff member from the Provincial Commission for Discipline Inspection walked up to him and presented a document. He couldn't clearly see a single word on it, only the red national emblem at the very top of the document.
"Comrade Deputy County Magistrate Liu Changde, after research and decision by the Standing Committee of the Provincial Commission for Discipline Inspection, a case has been filed to investigate you for suspected serious violations of discipline and law. Please cooperate."
Deputy County Magistrate Liu Changde's mind went blank.
He subconsciously turned his head, his gaze darting around the conference room as if looking for a piece of driftwood to grab onto.
He looked at Deputy Secretary Qin's stern face, then at the Municipal Discipline Inspection Commission Secretary's evasive gaze.
Finally, he saw Xu Weidong at the door.
Xu Weidong was standing at the conference room door, separated by the glass, whispering something to Secretary Wei Kuan, his expression calm, as if chatting about a routine work matter.
His profile appeared exceptionally young, exceptionally steady, and exceptionally cold in the light of the corridor.
Deputy County Magistrate Liu Changde's brain suddenly sparked into action!
It wasn't because he had figured something out, but because all the clues connected into a single line in that instant.
Mu Ruxue went to take office at the Federation of Literary and Art Circles; he had stared at her at the meeting and held her hand for a few seconds longer when shaking hands.
Those things he had said when drinking with Deputy County Magistrate Chen Guoliang, those things he thought were just bragging behind closed doors, those dirty jokes he thought would never get out.
And Director Jiang Xin, and those things he had done to Director Jiang Xin...
Deputy Secretary Qin personally led the team, using an anti-aircraft gun to swat a mosquito; he was swatting him, this mosquito that didn't know the immensity of heaven and earth!
It was Xu Weidong, it was Xu Weidong who had stabbed him in the back!
It must have been Mu Ruxue who reported him; today's matter was definitely orchestrated by Xu Weidong through his connections in the province!
A deputy county magistrate, what was he worth in front of someone with Xu Weidong's background?
He could be crushed with a flick of a finger!
Deputy County Magistrate Liu Changde stood up abruptly, his chair toppling backward and making a harsh sound.
His face flushed red, his eyes were bloodshot, and he pointed toward the door, his voice hoarse and shrill.
